1- Establish admission requirements. 2- Recommending the number of students proposed to be accepted at the beginning of each academic year. 3- Recommending the approval of the proposed curricula and submitting them to the Ministry. 4- Approval of the plan to provide educational requirements. 5- Proposing the annual tuition fees. 6- Managing, investing and disposing of the college’s funds in accordance with the university’s objectives. 7- Propose the appointment of the assistant dean of the college. 8- Approval of the appointment and dismissal of department heads. 9- Recommending extending the term of service of the university president, dean of the college, or nominating a replacement for him or dismissing him. 10- Loaning faculty members, extending the loan period and terminating it. 11- Granting graduates academic certificates. 12- Approving academic promotions for faculty members after coordination with the Research and Development Department at the Ministry. 13- Recommending the opening, merging or cancellation of scientific departments or branches and submitting them to the Ministry. 14- Approval of the annual budget and final account and transfer between its chapters. 15- Approval of the staff of colleges or scientific departments. 16- Approval of contracting with non-Iraqi faculty members in accordance with the controls adopted by official universities, with the exception of determining wages. 17- Approval of contracts with faculty members and other employees, determining their wages and bonuses, accepting their resignations, and terminating their services. 18- Approval of concluding agreements with universities, colleges and scientific institutions concerned with scientific research inside and outside Iraq. 19- Suspending studies completely or partially, when necessary, for a period not exceeding (7) seven days, provided that the Council of Private Higher Education in the Ministry is notified, stating the reasons that led to this. 20- Donating movable funds to universities, colleges, scientific and educational institutions within Iraq in accordance with the law. 21- Accepting grants, donations, aid, wills and endowments from inside and outside Iraq in accordance with the law. 22- Approval to open courses for teaching foreign languages and continuing education courses.
