Dr. Obaida Amer Al-Rubaie, a lecturer at Al-Noor University College/Department of Law. He obtained a doctorate in the philosophy of public law/criminal law from the College of Law, University of Mosul in 2022 for his thesis titled (Theory of the Perfection of the Criminal Text). He is interested in the field of criminal law and civil law, he has a number of published research.
