Asst. Lect.Asghar abdulrazzq Hassan

The judge, Asghar Abdulrazzaq Hasan Al-Musawi, has joined Al-Noor University College, Law Department as a faculty member in 2021 and since then he has taught Criminology. He has also worked as a lawyer since 1990, then started teaching Law at Duhok University in 2001. In 2004, he assumed the position of the Director of Realty Ownership Lawsuits in Mosul, then he was appointed as the judge of appeal court in Alhamdania in 2007. The Judge Al-Musawi also assumed the post of Senior Deputy Minister of the Ministry of Displacement and Migration in Iraq since August 2007 until March 2017. After that, he was appointed as the Head of Commission of Persons with Disabilities and Special Needs attached to the Iraqi Ministry of Labor and Social Affairs until his retirement in 2022. Mr. Al-Musawi has represented Iraq in a number of international seminars and conferences pertaining to migration and refugees’ issues, one of which being the deputy of Iraqi higher committee to discuss the report of the Council of Human Rights. He also participated as a member of the Iraqi delegation to discuss the Universal Periodic Report (UPR)/Second round of Iraq at the Human Rights Council which addressed the Elimination of All Forms of Discrimination against Women (CEDAW) in 2014. He also took part as a member in the Iraqi delegation in the Organization of the Islamic Conference (OIC) held in Turkmenistan. The Judge had also participated as a delegate in the issues of immigration and asylum in the agreement of cooperation and partnership with EU. He also represented Iraq in the conferences, workshops, and meetings regarding immigration held by The League of Arab States as well as participating in a number of international forums held by UN agencies directly involved in immigration and asylum. He has also got academic certificates and a diploma in the international humanitarian law from San Remo Institute for International Humanitarian Law / Italy as well as Oxford University. In addition, he chaired several Ministerial Committees on the return of Iraqi talents, and participated in the formulation of national policies on the internal displacement and migration and institutional transformation. He was also a member of the Higher Committee regarding Migration and the National Housing Committee and others. He was also awarded several acknowledgments from the Iraqi CoM and other humanitarian international organisations.
