A-4: Conditions and Regulations for Applying through Other Admission Channels

A-4-1: Students Who Are Family Members of Martyrs Covered by Laws (57) of 2015, (2) of 2016, and the Amendment Law (2) of 2020

 

1- The categories covered by these regulations include:

A - Students who are family members of martyrs who were victims of crimes committed by the defunct Ba'ath Party.

B - Students who are family members of Popular Mobilization Forces martyrs.

C - Students who are family members of martyrs who were victims of military operations, military errors, and terrorist acts, as well as injured individuals themselves covered by Law (57) of 2015.

2- A proportion of (10%) outside the admission capacity is allocated to admit students for each of the above categories.

3- Tuition fees for students in these three categories will be (50%) of the regular tuition fees for each department in any private university/college.

4- Admission under this channel is based on the principle of competition by grade average.

5- Students who are family members of martyrs can compete for admission in:

A- Medical group (general medicine, dentistry, pharmacy) with a minimum score (5) points lower than the minimum admission scores listed in the 2024/2025 admission guidelines.

B- Other specialties with a minimum score (8) points lower than the minimum admission scores listed in the 2024/2025 admission guidelines.

Note (1) : Students must fill out the electronic form designated for family members of martyrs, then print

the form and visit the Martyrs Foundation for electronic verification.

Note (2) :Students should monitor their account daily to confirm activation of the family members of martyrs admission channel.

Upon registration, both the student and the private university/college should ensure enrollment under the family members of martyrs admission channel.

A-4-14: Students from Distinguished Schools and Baghdad College Studying in English

1- Graduates from Distinguished Schools and Baghdad College who studied in English have the right to apply through other electronic admission channels (general, family members of martyrs) and through the Gifted Students Channel, according to each channel’s regulations.

2- A minimum score of (95%) is required for competition and admission to the general medicine program and (85%) for admission to dentistry and pharmacy programs.

3- The same minimum scores apply for all other specializations.

4- Students applying through this channel compete for (10%) of the final admission plan (outside the plan) for the general medicine program, (20%) for dentistry and pharmacy programs,

and (20%) for other specializations.

5- A student is entitled to only one special privilege (family members of martyrs, gifted students, political prisoners, etc.).

A-4-2: Students from Political Prisoners According to Law No. (35) of 2013, as Amended

 

1- Eligible applicants under this channel include political prisoners, detainees, and Rafha detainees who were imprisoned, detained, or held under the defunct Baath regime.

2- Eligible individuals must have a high school diploma in any of the scientific, literary, vocational, or Islamic branches and are accepted according to the entry requirements specific to each matching specialty.

3- Admission for these students is through the electronic system of the Department of Private Higher Education, with a reduction of (3) points from the minimum scores listed in the admission guide and criteria for the academic year (2024/2025). An additional (5%) of places, outside the admission plan, is allocated exclusively for evening studies at private universities and colleges.

4- Only the Political Prisoners Foundation identifies eligible students for admission through this channel. Students should apply through the political prisoners' electronic application form, upload the decision of the special judicial committee, and have their applications verified and electronically approved by the Political Prisoners Foundation.

Note (3) : Students should check their accounts daily to confirm the activation of the political prisoners' channel.

A-4-3: Students from Sports Champions

1- Students who are sports champions, as nominated by the Central Federation, may apply through the sports champions’ channel upon submission of a letter of endorsement confirming their status as athletes. Students from Islamic studies and schools affiliated with both religious endowments (Shiite and Sunni) are not eligible to apply through this channel.

2- The student must submit a letter from the Central Federation confirming their status as a sports champion, addressed to the Student Division at the Olympic Committee. This letter will be reviewed and approved electronically for the activation of the channel.

3- Eligible students under this channel are identified exclusively by the Olympic Committee. Applications for the sports champions' channel are submitted electronically, accompanied by the endorsement letter from the Central Federation mentioned above. The student must visit the Olympic Committee’s Student Division with the original endorsement letter, grade certification, and official documents to verify their high school diploma or its equivalent. The Olympic Committee will then electronically validate the activation form for the sports champions' channel. Students should check their accounts daily to ensure channel activation.

4- Students applying through this channel may also apply through the Martyrs’ channel if they qualify under the Martyrs Foundation Law.

A-4-4: Students from the Media Sector

1- The student must be born in 1994 or earlier.

2- Talented and creative individuals with 10 years of experience in recognized media institutions (exclusively), who are graduates of all vocational study branches, teacher training institutes, or fine arts institutes, may apply through the media professionals' channel. However, graduates of Islamic studies, schools affiliated with both religious endowments (Shiite and Sunni), and tourism and hospitality institutes who graduated from the academic year 2019–2020 or earlier are not eligible to apply for this channel.

3- The student must submit an endorsement letter authenticated by the media institution where they work, exclusively verified by the Journalists Syndicate, the Media and Communications Commission, or the Iraqi Media Network.

4- Applications for the media professionals' channel should be submitted through the designated electronic form, with the endorsement letter uploaded as mentioned above. The student must also visit the Journalists Syndicate, bringing the endorsement letter along with their grade certification to confirm that they hold a high school diploma or its equivalent and official documents. The Journalists Syndicate will then authenticate the form to activate the media professionals’ channel. Students should check their accounts daily to confirm activation.

5- Students applying through this channel may also apply through the Martyrs’ channel if they qualify under the Martyrs Foundation Law.  

A-4-5: International Students

1- International students are subject to the same regulations and instructions as students studying within Iraq, with the exception of the additional language benefit and first-round grade benefit.

2- International students who hold a permanent certificate equivalency or a temporary equivalency issued in the year of application exclusively may apply through this channel.

3- Applications for both morning and evening studies must be submitted through the designated online portal.

4- International students are eligible to apply for all available admission channels in both morning and evening studies, similar to high school graduates within Iraq.

5- International students who are dependents of martyrs may apply for study under the Martyrs’ channel in both morning and evening studies, similar to high school graduates within Iraq.

6- The student must visit the Directorate of Studies, Planning, and Follow-up / Foreign Students Department within 30 days of enrolling in private universities or colleges, bringing the documents listed below. Failure to do so will result in the cancellation of their admission:

a. Original high school diploma (secondary education) authenticated as per official procedures, along with three colored copies.

b. A certificate equivalency issued by the Ministry of Education, with a colored copy that includes the high school branch, specific specialization, grade, and total score obtained by the student, issued in the year of application.

c. Civil status ID and Iraqi nationality certificate or the unified national ID card with a colored copy.

d. Original passport with a colored copy (including entry and exit visas and residency in that country) or proof of the student's presence outside Iraq from the Ministry of Migration and Displacement (for those without a passport).

7- Verification of the authenticity of high school certificates for students with equivalent certificates accepted in private universities and colleges must be conducted by the Directorate of Studies, Planning, and Follow-up / Central Admission Department / Foreign Students Department. The request for verification should be submitted within 60 days of the announcement of admission results. If the university or college fails to meet this timeline due to its negligence, it will bear the legal consequences. A guarantee bond should be provided until the issuance is verified; otherwise, the student's graduation documents will be withheld.

A-4-6: Admission of Students Under Law No. 15 of 2016

1- The eligible students include:

A. Members of the armed forces.

B. Members of internal security forces.

C. Members of the National Intelligence Service.

D. Members of the National Security Service.

E. Members of the Popular Mobilization Forces.

F. Members of the Counter-Terrorism Service.

G. Members of other security agencies.

2- Admission for the categories mentioned above is limited to evening studies only.

3- Graduates of the Police Commissioners Institute may only be admitted to evening studies in humanities colleges in accordance with Article 29 of the Law on the Preparation of Police Commissioners No. 2 of 2003.

4- Accepted students must adhere to the limited attendance requirements as per examination regulations, and they are not permitted to take the final exam (100%).

5- Students admitted under this law are prohibited from being transferred to morning studies.

6- The Ministry of Interior must confirm the senior deputy’s approval of the applicant's eligibility to pursue evening studies, along with the consent of the higher authorities for the other categories covered by this law.

7- Accepted students are subject to Examination Regulations No. 134 of 2000 and its amendments, as well as the Student Discipline Regulations No. 160 of 2007, which were amended under Regulation No. 169 of 2018.

8- Eligible students under this law who are graduates of vocational secondary education may apply for evening studies according to relevant specializations.

9- Those covered by this law who hold a technical diploma may apply for evening studies based on corresponding specializations (Appendix 1).

10- Admission for students is conducted through the online portal of the Directorate of Private University Education.

A-4-7: Admission of the Top 30% of Institute Graduates (Diploma Holders)

1- 1- Graduates from institutes may be admitted to private universities and colleges that offer corresponding specializations, according to admission regulations.

The top 30% will be calculated separately for each specialization, with fractional numbers rounded up in favor of the student.   

 (For example: In a specialization where the number of first-round graduates is 43, 13 students will be nominated.)

3- Graduates from the second round may also be included in cases where the first-round examinations were postponed to the second round for justifiable reasons, in accordance with paragraph 10 of Examination Regulation No. 134 of 2000. Their grades must not fall below the minimum acceptable average for the first round.

4- Students are not permitted to combine study with employment during morning studies.

A-4-8: Free Scholarship for Medical Group (General Medicine, Dentistry, Pharmacy)

1- Applications must be submitted through an electronic interface launched via the Ministry of Higher Education's private education portal:

2- Student data will be uploaded to the system based on information from the Ministry of Education.

3- Students will use their examination number and password to access their data within the system.

4- Students must be graduates of the scientific or biological branch of secondary education for the academic year 2023/2024, and the admission inputs will be automatically verified electronically during the application process, in accordance with the established criteria for the academic year 2024/2025.

5- The applicant's average must be no less than 93% for admission to dentistry and pharmacy colleges, and 96% for general medicine colleges, after adding the scores from the first round and the additional language score.

6- Students with an average of 96% or above may apply to 10 ten (10) different options, while those with an average of 93% can apply to 6 different options within private universities or colleges.

7- The selection process for students will be fully electronic and based on the highest averages.

8- Private universities and colleges must verify the documents related to the privileges granted to the student for competition and acceptance into the free scholarship before electronically registering them and must inform the private higher education department in case of any discrepancies.

9- Students applying for government education, private government education, or acceptance channels through the private higher education portal can apply for the free scholarship.

10- Upon completion of registration for the accepted student in the free scholarship, their name will be removed from other acceptance channels within the private education portal.

11- Admission to the free scholarship will be based on the highest competitive average.
