Dr. Saleh Hussein Ali, Assistant Professor in the Department of Law at Al-Noor University College, participated in the membership of the discussion committee of doctoral student Nagham Abdel Sattar Hussein on her thesis that she submitted to the Public Law Branch at the College of Law at the University of Mosul under the title (Mechanism for the Constitutional Judiciary’s Oversight of Legislative Omissions/Comparative Study) The discussion took place on Monday, September 11, 2023, and some of it was attended by Prof. Dr. Qusay Kamal Al-Din Al-Ahmadi, President of the University of Mosul, Asst. Prof. Dr. Wissam Niamat Ibrahim Al-Saadi, Dean of the College of Law, and a number of members of the College Council and its teachers. The thesis dealt with legislative negligence and constitutional oversight over it, which occurs when the legislator regulates one of the rights or freedoms guaranteed by the Constitution. The oversight of legislative Omissions also aims to repel the constitutional violation that finds its legal basis in the supremacy and supremacy of the Constitution, This topic is considered one of the vital topics due to the change and development of political, social and economic conditions with the development of societies and the emergence of new problems and issues that are sometimes overlooked legislatively, either due to rapid developments or defects in legislative mechanisms. The thesis aims to demonstrate that the negative effects of legislative negligence, especially on constitutionally guaranteed rights and freedoms, require the establishment of a specific legal framework for legislative negligence within the framework of constitutional law, in terminology, definition, and treatment in a way that guarantees its subjectivity and specificity and avoids its interference with other terms which causes differences in interpretation. The discussion committee was chaired by Prof. Dr. Sahar Muhammad Najeeb, and its membership included Asst. Prof. Dr. Luqman Othman Ahmed, Asst. Prof. Dr. Laith Thanoun Hussein, Asst. Prof. Dr. Dawla Ahmed Abdullah, and the membership and supervision of Prof. Dr. Sifan Bakrad Mesrob.
